SUMMARY
The Evicted from the Homeland: Emigration from Belarus and Lithuania in the Aftermath of the November Uprising (1830s-1870s)
The study investigates one of the most overlooked problems of the history of the nineteenth century — the emigration of the participants in the 1830—1831 rebellion (known as the November Uprising) from the territories of contemporary Belarus and Lithuania. After a brief survey of the historiography and sources used in the study, the author examines the main reasons for emigration, which included extremely severe, in comparison with the previous pe­riod, repressions against the rebels, enforced by the Russian authorities, and patriotic fervour widely spread amongst the rebels even after their defeat.
The overall number of emigrants from Belarus and Lithuania amounted to around 1500— 1700 people, the overwhelming majority of whom originated in Vilna. Grodno and Minsk governorates. A slew of different factors determined the arrival of the main amount of the emigrants in the countries of Western Europe. A vast body of them settled in the territory of France, the government of which rendered financial assistance.
In France the natives of Belarus and Lithuania founded a few separate organizations: the Society of Lithuanian and Russian Lands (SLRL), the Society of Fraternal Solidarity and the Lithuanian-Russian Club. During the initial period only SLRL managed to arrange a few pub­lic actions and carry out some of its projects, e.g. the collecting and publicationes the rebels’ memories. Nevertheless, none of the above-mentioned organizations managed to achieve its goals and exist for a sufficient time.
Over the course of the 1830s and 1840s the emigrants made some influence on the devel­opment of the national liberation movement in their home country. In the 1830s there tookplace two actions arranged under the guidance of Joseph Zaliwski and Szymon Konarski. which went on to develop in the lands of Belarus and Lithuania. The emissaries managed to achieve only minimal success. Both these actions were brutally suppressed and a number of the participants (Michal Wollowicz, Szymon Konarski and others) were executed. However, in the 1840s the sending of emissaries continued and even increased rapidly during the revo­lutionary events of 1846-1849 in Europe. Nonetheless, at that time they did not fulfill their objectives either. At the end of the 1850s and on the eve of the 1863 uprising the emigration almost stopped influencing the events occurring in the homeland.
The emigrants sought to compensate for political failure with the struggle on the ideologi­cal front. The absence of strict censorship, a lot of free time and other factors facilitated the cre­ation and publication of a vast amount of fiction, memoir, publicistic and scientific works. The emigration gave Belarusian culture such outstanding people as Ignacy Domeyko, Aleksander Rypinski, Ignacy Jackowski, HipolitKIimaszewski, Jozef Straszewski, Wladyslaw Plater, Eustachy Januszkiewicz. Michal Chodzko and many others.
The failures in achieving the goals brought some emigrants to the conclusion that it would be appropriate to accept an amnesty granted by the government (in case such an opportunity appeared) and return to the home country. As a result, about 200 natives of Belarus and Lithu­ania petitioned for permission to return to the homeland. Not all who had petitioned gained opportunity to return without fear of persecution; some of those who did had to remain in exile heavy travel expenses.
