    c of Belarus, of chairmen of local Soviets of People’s Deputies of the Republic of Belarus, in court rooms of the Republic of Belarus, in offices and rooms for registration of birth and marriage;
    c)	On seals and forms of documents of the Supreme Soviet of the Republic of Belarus, its Presidium, the Council of Ministers of the Republic of Belarus, ministries and state committees of the Republic of Belarus, local Soviets of People’s Deputies of the Republic of Belarus and of their executive and administrative bodies, of other state power and administrative bodies of the Republic of Belarus, subordinate to the Supreme Soviet and the Council of Ministers, of courts and procurator’s offices of the Republic of Belarus, state notary offices of the Republic of Belarus, as well as of enterprises, institutions and organizations of republican and local subordination, which are entitled by the legislation of the Republic of Belarus to place the design of the Emblem on seals and forms of documents, as well as on forms of documents of the commissions of the Supreme Soviet of the Republic of Belarus;
    d)	On securities, obligations, post stamps and lottery tickets of the Republic of Belarus;
    e)	On official publications of the Supreme Soviet of the Republic of Belarus, the Presidium of the Supreme Soviet of the Republic of Belarus, the Council of Ministers of the Republic of Belarus;
    f)	On the passport of a national of the Republic of Belarus, as well as on diplomatic and other foreign passports, issued to nationals of Belarus;
    g)	On boundary posts, erected along the state border of the Republic of Belarus.
    The legislation of the Republic of Belarus may envisage other cases of compulsory placement of a representation of the National Emblem of the Republic of Belarus.
    The right to use the National Emblem of the Republic of Belarus by enterprises, institutions and organizations, that are not mentioned in the given Rules, may be granted by the Council of Ministers of the Republic of Belarus only.
    3.	Reproduction of colour, graphic and threedimensional representations of the National Emblem of the Republic of Belarus, irrespective of its size, must always properly correspond to the standards of colour, blackandwhite and threedimensional design of the Emblem, which are appended to the given Rules.

    4.	The Council of Ministers of the Republic of Belarus determines the procedures for making the design of the National Emblem of the Republic of Belarus, mass publishing and spreading representations of the Emblem, for using, keeping and destroying a seal having the design of the National Emblem.
    5.	Persons, guilty of abuse of the National Emblem of the Republic of Belarus, bear the responsibility in accordance with the legislation of the Republic of Belarus.

    OF THE REPUBLIC OF BELARUS
    ON THE NATIONAL FLAG
    OF THE REPUBLIC OF BELARUS
    The Supreme Soviet of the Republic of Belarus rules:
    1.	The National Flag of the Republic of Belarus represents a piece of cloth, which is composed of three horizontal colour bands of equal width: the chief and the base bands are of white colour, and the middle band is of red colour. The width to length ratio of the flag is 1 : 2.
    2.	The Council of Ministers of the Republic of Belarus is charged to submit to the Supreme Soviet of the Republic of Belarus proposals as to making the legislative acts of the Republic correspond to the Law «On the National Flag of the Republic of Belarus», and to make the Government’s standard Acts correspond to the given Law.
    3.	The Commissions of the Supreme Soviet of the Republic of Belarus on Education, Culture and Preservation of Historical Heritage, on Nationalities and InterEthnic relations, on Legislation are charged to work out draft Rules on the National Flag of the Republic of Belarus and submit them to a session of the Supreme Soviet of the Republic of Belarus.
    4.	This Law enters into force on the day it is adopted.

    RULES
    ON THE NATIONAL FLAG
    OF THE REPUBLIC OF BELARUS
    1.	The National Flag of the Republic of Belarus is a symbol of the state sovereignty of the Republic of Belarus, represents a rectangular piece of cloth consisting of three horizontal colour bands of equal width: the chief and the base bands are of white colour, and the middle band is of red colour. The width to length ratio of the flag is 1 : 2. The flag is attached to a staff which is painted golden (ochre).
    During ceremonials and other solemn ceremonies the National Flag of he Republic of Belarus is used with a lozengeshaped tip having a design of a cross, analogous to the cross of the National Emblem of the Republic of Belarus. The tips are to be made of yellow metal.
    2.	The National Flag is displayed:
    Permanently on the building of the Supreme Soviet of the Republic of Belarus, as well as over a building of a session of the Supreme Soviet of the Republic of Belarus for the time of the session;

    Permanently on buildings of the Presidium of the Supreme Soviet of the Republic of Belarus and of the Council of Ministers of the Republic of Belarus;
    Permanently on buildings of local Soviets of People’s Deputies of the Republic of Belarus and of their executive and administrative bodies, as well as over buildings of sessions of local Soviets of People’s Deputies and of their executive and administrative bodies for the time of the sessions;
    On buildings of ministries, state committees and departments, state and public enterprises, organizations and institutions, as well as over dwelling houses during holidays and memorial days established by the legislation of the Republic of Belarus;
    On buildings and on vehicles of diplomatic and consular representations, as well as on buildings of trade institutions of the Republic of Belarus, which are located abroad, on seagoing ships and other vehicles, which carry as official persons the Chairman of the Supreme Soviet of the Republic of Belarus, the Chairman of the Council of Ministers of the Republic of Belarus, or other officials, who represent the Supreme Soviet of the Republic of Belarus or the Council of Ministers of the Republic of Belarus, according to the procedures, which are approved by the Council of Ministers of the Republic of Belarus;
    On election rooms during election and referendum days;
    In military units of the Republic of Belarus according to military Statutes;
    At frontier posts and checkpoints (customs) of the State frontier of the Republic of Belarus;
    On seagoing ships, which are owned by the Republic of Belarus, inland water transport ships of the Republic of Belarus;
    At sportgrounds during championships of the Republic of Belarus, international sport competitions, involving national teams, and during award ceremonies involving Belarusian sportsmenwinners of international competitions;
    On other objects according to decisions of the Supreme Soviet of the Republic of Belarus, the Council of Ministers of the Republic of Belarus, or local Soviets of People’s Deputies and of their executive and administrative bodies.
    The National Flag of the Republic of Belarus may be displayed also during ceremonials and other solemn ceremonies, which are held by state and public bodies, enterprises, institutions and organizations at the time of popular, labour or family holidays and during other memorial days.
    3.	When the National Flag of the Republic of Belarus is displayed together with flags of other states, the National Flag of the Republic of Belarus must be displayed at the left side, and flags of other states at the right side, if facing a building or a flagstaff. Flags of states are to be arranged in alphabetical order.
    • The National Flag of the Republic of Belarus is to be placed at the same level with flags of other states.
    The National Flag of the Republic of Belarus, when used on vehicles (except ships), is to be attached on the left side in the direction of movement, while a flag of another state — on the right side.
    4.	The National Flag is to be placed in session rooms of the Supreme Soviet of the Republic of Belarus, the Presidium of the Supreme Soviet of the Republic of Belarus, the Council of Ministers of the Republic of Belarus, local Soviets of People’s Deputies of the Republic of Belarus and of other executive and administrative bodies, as well as in offices of chairmen of the Supreme Soviet and the Council of Ministers of the Republic of Belarus, chairmen of local Soviets of People’s Deputies of the Republic of Belarus, and in rooms, where people’s deputies of the Republic of Belarus permanently receive their electors.
    5.	During mourning, the Presidium of the Supreme Soviet of the Republic of Belarus or the Council of Ministers of the Republic of Belarus may decide that the National Flag of the Republic of Belarus be displayed in a mourning setting. In this case a black streamer is attached to the staff of the flag, with the ends of the streamer reaching the base of the flag. .
    During mourning the flag is displayed at onethird of its stafflength. .
    6.	It is obligatory to place the representation of the National Flag of the Republic of Belarus on aircraft, registered in the Republic of Belarus.
    7.	The representation of the National Flag of the Republic of Belarus may be used for decoration purposes as a state or national symbol in such a way, however, that no disrespect is shown for the National Flag of the Republic of Belarus. .
    8.	The National Flag of the Republic of Belarus and its representation, irrespective of their size, must always properly correspond to the colour standard and the sketch representation, wh
